I comes down to what the market will bear. If consumers stopped buying those devices, the additional charges would go away. Are you referring to data features required on smart phones ?? I think the phrase "tariffs" is not the right term.

If you don't like it, buy a different phone that doesn't. Consumers have choices. You can buy a feature phone (non-smartphone) or go prepaid to avoid additional charges.
