concerning the screw back out idea
I had been messing around and checking things just to see if the idea was even plausible
I discovered that the PCM case parts that are metal will slowly build a charge on them after you start the car
if you ground out the pcm case then the engine RPM at idle will change
I believe somehow the screws being in are allowing a charge to accumulate on the metal case and evenutally it gets great enough to arc to some other component inside the box
obviously it would have to be some other component ready to catch the build up of electrons being induced by whatever circuitry the two screws are close to
i have let the car idle for long periods of time and checked the voltage on some piece of bare metal on the case
I have had up to two volts on the case just chillin out
obviously shortly after taking your reading on the case the case becomes grounded again
I would guess they spent alot of time trying to make the case "neutral"
However being that it is a 12 volt system its difficult for me to "imagine" neutral
what about connecting a ground wire with a one way diode from the case to the frame
the only ting that i can imagine is the screws on the hold down case where not intended to "ground" it
