airline designated time windows for cell phone use

Let the airlines set aside time windows for cell phone use. The airlines would gradually learn what window works best for users and annoys the least number of people. e.g. before during or after the meal; just after takeoff/before landing.. I'd suggest 30 minutes for every 5 hours of non-stop flying, but it would be up to individual airlines.
