You'll need a good enough photo of yourself to start with. Webcam quality won't suffice. And there must be certain requirements, like (where I live): both ears must be visible, you have to look in the camera, no sunglasses etc.

Once you have that digitally you can use any photo-editing program to make the picture the right size and cut out the right part. Irfanview is free and perfectly suited for the task. No need to do it online, I'd say.
