Question on RAM usage - I am at 52% after startup

I use that little widget in Windows 7 that shows RAM usage and after booting it shows 52%. My gut tells me that's way too high. Is that right, is it too high? If so, should I
1) buy more RAM? I have four gig now and can go to eight, but it will be $118.
2) reduce the number of running programs. In my mind I am running pretty lean, but I am sure there are things I can live without.
If the latter, are there tools that can help figure out which tools and utilities are eating up the most?
