One thing you don't tell us is how old your system is or what it has in it.

Newer systems (made in the last 2 years) don't use Master/Slave, they use CS (Cable Select) for all drives. Could be you have it jumpered wrong that that is the root of the problem. The first drive in a CS setup is at the end of the cable, the second is in the middle.

Make sure your BIOS is set to AUTO for any installed drives, forgetting to do this can slow boot.
