You provide hardly anything to ID your PC as its make-up. But, from the symptoms, it appears you have 2 areas to look at:
2) bad caps
The above can be self-checked, if you want to do this. Also, the green LED is usually a reminder of power "present" and the weak glow maybe a clue to bad PSU starting to fail.
One or the other could be the cause. Repeated attempts to boot or even allowing it to sit yet remain power-ON could produce its starting. if this is an older PC, that maybe telling as well. It's just starting to show its old age and again refer to the 2 areas to check. If you're capable, google for bad caps examples. As for bad PSU, simply replace with similar or if you have a working PSU elsewhere, try that just to see if works. Otherwise, under your probable costs, check with local repairs to deem worthwhile.
