ISP, Dell, Microsoft, and paid 3rd party NO help.

I have spent hours (literally) on the phone with my ISP (Comast), Microsoft, Dell, and a paid third party. All say they will fix the problem but none have fixed anything. This is a brand new computer from Dell.
