If so, what about the rest of the OS? The browser will only take up what language the OS is set as.

That said, it looks like I am wrong.

See if you can uninstall the Spanish version of IE, guidance here;

Then install the English version of IE, guidance here;
http://windows.microsoft.com/en-US/internet-explorer/downloads/ie-9/worldwide-languages

One caveat: Do you have another browser you can use to re-visit the MS web site and download the proper version?
