NoScript?

If the "Page Refresh" is controlled by a Javascript code then you could disable it using Firefox's NoScript add-on.
But generally, in particular older web sites, designers use the "Meta Refresh" HTML tag within the head /head tags of a web page.
Your problem surprises me. I'm using FF 10 and generally I don't get this. Can you give specific examples where this is happening for you?
