If you are using something like Wordpress, then yes. You can start with one of many templates and then basically just plugin your content.

Any paid host will do. Most likely they will come with a one-click installer of Wordpress, but even if not, you can manually install it. Just make sure you get a host that has databases, such as MySQL, included.

Most hosting companies will provide more than enough.

You will only need this if you are selling things or are asking the user for sensitive information.
