Need a Little Help - ME Hard Drive will not Refrag

Anyone out there no why during the Refragmenting process the operation initiates as if functioning normally, starts at zero, makes it to one (1), but then returns back to zero never completing the refrag.

I have tried to delete all programs running with (Select) (Alt) (Del) except Explorer and the Refragmenting program. I have also removed the screen saver program. In addition, I have an up-to-date virus protection (Symantec SystemWorks 2004) guarding my O/S.

Any Ideas or suggestions would be helpful! The system has slowed way down and my wife is ready to boot-me-up over this issue!
