You need to reinstall the drivers for your graphics card, not a particular monitor. You need to identify the graphics card that's installed and visit the manufacturer's website to download the latest version for that card. (IBM's website may offer a direct download if you search for your model number; likewise for your 56K modem.) Windows XP and hardware problems are also possible, but you can rule out a BIOS issue.
