Yes, the whitelists ....er, more accurately Tracking Protection Lists are updated regularly.

Yet more info can be found in a YouTube video by Abine (the folks that provide DNT+) entitled "Do Not Track Plus Explained" which can be viewed at http://youtu.be/VVQBzo0CxJg . It's only just 3+ minutes long and is quite informative and confirms that the Abine TPL is updated regularly.

I was messing around with DNT+ just a while ago and found some info concerning TPLs at http://ie.microsoft.com/testdrive/Browser/TrackingProtectionLists/faq.html
. I think that folks may find that info rather interesting. That may
come from MS but it is quite relevant. A list of TPLs can be found at http://ie.microsoft.com/testdrive/Browser/TrackingProtectionLists/ and does work with DNT+. For
those who haven't already found them yet, you can get to the settings
of DNT+ by clicking on 'Settings' on the panel that comes up when DNT+
is opened then on 'View Do Not Track Settings' in the subsequent panel
that comes up. The TPL Status (just below your Blacklist and Whitelist
boxes) tells which Tracking Protection List you're currently using.
