It's an election year

He caved for the first time because he couldn't afford to lose all those votes. No atta' boy merited. He never does anything without a personal reason to do so. The Republicans and some Democrats had already threatened to stop it and have been very vocal about it. Must be hard to be him knowing that many of his Democrats (especially the ones who are up for re-election themselves) are no longer walking in lockstep.....including regarding the Keystone Pipeline and the coal industry.
