cannot be proven or dis-proven. Even the article mentions that
"A return to the boom years of 17 million annual sales, however, will not happen any time soon."
and I don't recall any stimulus being introduced to bring those years about. While it's good news for now and no reason to look for a black cloud, I think it would be wrong to consider that the auto industry wouldn't rebound on its own. Anyone could just as easily say that the problems they were bailed out of were probably at least partially caused by government interference and policy. If such is true, we can't take pride in fixing what we broke ourselves.
