If two totally different programs like MS Word and LibreOffice do the same strange thing with a document, my guess is that it is corrupted somehow. I only start believing it's an issue with your PC if the same versions of the same programs behave differently using the same physical copy of the file on the same USB-stick.

If it IS an issue with the PC, things to try are:
1. New Windows account
2. Uninstall and reinstall both MS Word and MS Office
3. Clean install of Windows back to factory conditions
