If it doesn't work on your laptop either, there is a possibility your router needs to be reset. That often happens with P2P-users. It proves more or less that it isn't your PC, especially if your laptop works at any WiFi hotspot.

My opinion about your PC: If you have to run without antivirus to get an acceptable performance it is NOT OK for you.
