kindnessisme7, Need more info. Which version of Internet Explorer are you using? Right click whichever bar(s) you have on top and checkmark "Menu Bar".

You also may want to check out the links below.

The menu bar and the toolbar are missing in Internet Explorer on Windows Vista or Windows XP or in Windows Explorer on Windows XP
