Before you go all hyper and return it.
i have the settings you should make are correct on your notebook.
Go to control panel, open "mouse" and it should open mouse properties.
1.Under the "buttons"tab make sure "Devices"has the correct mouse hardware selected.
2.Under "Wheels"tab make sure you check "the following number of lines" and select it to 3.
3.and under device settings(may not be availble) make your device has "Yes" written under the "Enabled" section.

this should help if not reply ASAP.
