Now it opens a single blank tab, then prompts me again. This will loop endlessly until I select Cancel.

I'm sure that it originally opened a download box, where I could choose where to save the file. I also vaguely recall a set of options where I explicitly asked it to use Firefox, which appeared when TechTracker was updated - which is when this problem started. Unfortunately I can't recall the details or find this option dialog any more.
