When it comes to Norton aka Symantec products, you need to use the "removal tool" provided at the support website. This pretty much the accepted full removal w/o hassle tool that Norton provides to its users. Excluding any other method, as this will allow far easier removal and do whatever is needed to be done as Norton basically protects itself or refuses to go willingly by any other means.

Visit the Norton support website, locate your s/w product and then it related s/w removal tool.
