No, not that way, but as I recall a regular user account on Windows does not have the ability to alter the time or date.
In the end though, you're fighting a losing battle. PC stands for Personal Computer, so the idea was to give the user complete freedom to do as s/he saw fit. That idea persisted for maybe 20 some odd years, and it's only been the last maybe 3-4 years that people have started suddenly waking up to the implications of that in the modern world. You're going to need to learn to pick your battles, because there are ALWAYS going to be ways for people to get around these things. Just to add one more that pretty much no software can defend against, is just having someone come along with a Linux LiveCD or Linux distribution installed on a flash drive. That then replaces Windows as the OS controlling the system for that particular session, and any efforts to lock down Windows are now rendered completely irrelevant.
