Some questions:
1. That old program, was that Outlook Express or MS Outlook? If the last, what version?
2. What do you mean with "windows mail folder"? What files did you copy?
3. Windows 7 doesn't come with an e-mail program. Common choices to install one are Thunderbird (free), Windows Live Mail (free), MS Outlook (not free). Which one did you install?
The account is with your email provider (which one?) and still exists. But you will have to tell your new email program the right settings to access it (such as your username and password, the pop3 and smtp server). Once that's done, see how you can import your address book and old mail from your backup copy into it.
