1. In Control Panel>Users check that you're an administrator (type of user). If you are, the program should run. If you aren't find an administrator account and use that.
2. If it doesn't rightclick on the exe file and choose "Run as administrator". Should work.

By the way, Google has only 3 hits for "Scan disk upgrade" and none of the 3 apply. Are you sure the name is correct?
