I have the same issue on Vista!

Hello,
I have been experiencing the same problem now for at least the last 5 days or so. I had an power outage during the start up of windows. I have been fighting to get things back to normal ever since. I have come from the BSOD to just a all black screen and a mouse cursor for 6 hours straight (I shut down the system after getting no activity in 6 hours). I somehow managed to get the system restore to run in safe mode and then it wouldn't restart afterwards because the restore didn't take. I then had to attempt to do a windows repair booting in from the install disc. I now have windows back running now but it's very buggy. I have done so much to get to where I am now I can't even remember all that I have done. I have gotten things pretty well under control with the exception of the mouse cursor showing busy when ever it's not being used as a text cursor and at one point the windows in Windows Explorer would move up and down 2 to 3 lines at a time constantly. I some how did something that made that stop what I did I don't know. I have used registry cleaners, windows system checker/repair and my Norton 360 scans in hopes of pinning down this problem. Nothing has worked thus far. I am completely stumped on this one. And... as stated by someone earlier the problem seems to be getting worse. There has to be a solution for this one. I am fully open to suggestions at this point.
