Can the size of the micro SD card significantly slow down a phone, in general?

I recently purchased a Samsung Galaxy Note II and just put my 4 gig sd card in there, until I could get to the store to buy a larger one, and the phone was smoking fast. All areas. My daughter managed to drop the phone and crack the screen the first day, so I filed a claim and received a new phone and put the new 64gig card in the new phone (along with an OtterBox....ha!.) and set everything possible to use it, rather than the internal memory on the phone. This phone is noticeably slower. Really drags, in all areas. Downloads, whether documents, videos or songs, are snail slow. For example, a three minute video (reg or HD, wifi or cellular) can take 5 minutes to download. That's long for even my old phone, running a single core processor and Gingerbread.

So my question, specifically, is can the memory card cause this sort of slow down? (I paid for the fastest one available.) As a follow up, could it be a 'bad egg' phone (do I need to request another one) or memory card? Factory reset, as directed by the carrier, yielded no results. Could something in my settings be causing this? Where would you start to troubleshoot? This stuff is well beyond my scope.

I upgrade cell phones very infrequently, so I got the best I could find to last a while. At this point, I'm very disapointed. Need to get it right. Thanks for the help.
