That's not a technical question. It's a commercial decision of the provider what to offer. Just check all providers that sell prepaid sims (or prepaid phones) where you live and choose the one that fits you best.
Since the packages vary both between countries and in time, there's no universal answer. That's why you can't find it.

For example, here (in the Netherlands) I'v seen prepaid packages of 10 euro which keep valid forever, provided you use it at least once in 4 months, even if that is a free call to 1244 to check the balance.

Moreover, it makes sense to have a sim-card that uses a different network than your regular provider. That way, your back-up phone works also when your regular phone doesn't work because of network issues.

I would like to find the carrier, be it Straight Talk, Tracfone, Cricket, etc. where I can purchase a package and keep it forever. Using it every few months is fine, I just don't want to be required to purchase (or "top off" as they say) every few months.

Here the closest I get is a tracfone and even then I have a yearly topup to keep it going. For a monthly amount it's the cheapest I found out there.

Most important is finding the pre-paid carrier that offers the service you need where you reside/live/travel. If you gave us a zip code, we could give you a rough idea of which ones might be a decent choice for your requirements. Coverage is king, basically.

AFAIK, most of the larger carriers offer their own prepaid service which lasts up to one year. I've yet to see something that let you go without 'topping off' longer than 12 mos. anyway.

Can you clarify which tracfone plan you found, and how many minutes you had to initially put on the phone, and how much does it cost to keep the phone up when you top off annually?

But I do not sell such products. I see they have phones and pricing at their web site but I only buy this every 2 years so the price I paid doesn't mean a thing.

As for carriers, I am not highly concerned as to whom the carrier is, as it will only be used for local calling only.
See previous responses in the thread to obtain my other viewpoints.
I still believe there is a viable solution out there to this issue, as there are too many people, I am sure, looking for exactly what I am tring to obtain.

All carriers (pre-paid and post-paid) do not cover the entire United States. That's what I was getting at, hence the need to verify who covers your locale. [ thanks for the zip code, btw ]

And no, contrary to what you might believe, there is nobody that I know of that has any sort of 'perpetual' pre-paid plan. One reason is surely economic from the carrier's (business) standpoint. If they have any costs that rise over the year, they can pass it along to the end consumer and adjust rates as needed for their bottom line.

Entering you zip code tells me that both ATT & Verizon have your area of Central FL lit up quite well. Tracfone also offers their service there (via ATT's GSM network), so you are good to go. Info obtained here:
