Galaxy S3 voice to text issue

Seems like half the time the voice to text doesn't work. This happens whether I am trying to create a text message, do a Google search or create an email.

Verizon Tech says that the phone does not need to access the internet in order for voice to text function to work. So if I am in a weak signal area it should still be able to convert. Anybody else having this problem?

All the current models I see on android use the cell connection to send up the recording to be converted. I can't guess if you see how bad voice to text has been over the years. It's better but far from reliable.
