Change cell companies - told number can't port

Trying to switch from AT&T cell phone account (many reasons including coverage problems) to Verizon. Told when trying to set up account that our phone numbers cannot be ported to Verizon - FCC restriction. Checked with AT&T and they have no blocks on the numbers. Is there a way around this? One number has been a business number for many years and we need to keep it. Thanks for help.
