Free T-Mobile Samsung Phones 11/16-17?

We've been with T-Mobile for many years. We saw the promotion for FREE Samsung Galaxy S3 phones AFTER REBATE from T-Mobile with new 2yr contract from 11/16-17 so I sent my wife in to purchase the phones. A couple days later when preparing to send in the rebate forms I notice an Equipment Installment Plan Contract where we pay $800 over 2 yrs, $40 x 20 months at 0% finance. I called back T-Mobile and they said no, the downpayment was free, not the phones. So we put down $471.98 including tax for two phones and get back $400 rebate for two phones later. My questions is, are the phones really free if we pay $800 for them over 20 months starting Feb 2013? Am I missing something about this promotion? I thought we would get the phones for free after rebate and then sign a new 2yr contract with their qualifying Data and Rate plan requirements.
