Cell phones forum: Beware of Seller bestpricephones10 on eBay

I bought 2 HTC cellphones from this seller on August 1st and paid for expedited shipping because I needed them right away. They were supposed to arrive by Aug 17th but never did so I contacted the seller via ebay. I told him I needed the phones immediately and would have to get them elsewhere. I did not want his product anymore. He was apologetic, askd me not to give negative feedback and that they would make good on the sale. He said all I had to do was refuse the package. The phnes were dropped at my door when I wasn't home on Sept 5th. My mother brought them to the post office and refused the shipment. The seller was so apologetic about the whole thing (delivered so late, we had to buy other phones) that he said he would reimburse 50% on the spot. He also told us he opened a file with eBay and paypal about the whole issue. We figured it would be easily settled and taken care of. They kept delaying putting in the money- would ask in multiple emails "is this the right paypal name?" and other things. Email replies became more spaced out, answered every 3-4 day instead of right away. I kept asking them to update me about receiving the phone back. They were very polite, apologetic, and told me not to worry the phone would arrive to them soon and they would reimburse.
Fast forward to November. They never actually opened a file with eBay or paypal (it is now too late for us to open a claim of our own, or even to post feedback). They never reimbursed us any of the money (over $250). They have stopped replying to our emails.
