Phone not unlocked after paying ETF?

I want to buy the new HTC One X+.
AT&T are the only guys who sell it in the US for $199 with a contract.

I asked an AT&T rep if they would unlock the phone if I paid the Early Termination Fee and they said AT&T doesnt do that.

How do I unlock my phone?

$199 (phone) + $350 (ETF) = $550
The unlocked/global versions of the phone go for around $650 or $700 and may or may not come with a warranty.

....for iPhone unlocking services. It can be done at a nominal fee and you don't need to tell At&t anything.

In the future if you want an unlocked iPhone, just pay full retail price when you buy it. You can't just pay an ETF to get it unlocked unless you cancel your service.

After a few months, tell them you need to use the phone abroad for a business trip. Once they provide you with an unlock code, *then* you cancel and pay the ETF. Saves you about $100 vs buying it unlocked from the factory/grey market phone w/o warranty.
