Do cell phone companies give new users priority on network?

I had been with AT&T for 3 years in 2011. Service was terrible, and during one customer service call the rep told me that he would re-register my number with the towers as a new number and that this would help reduce the bad service (dropped calls, unable to call out). It worked, for a while.
In 2012 I switched to Verizon. For the first 2 months service was great. But since then the service has become poor as I experience dropped calls, breaking up choppiness during some calls, etc.
Do cell companies somehow place new customers as a priority on the network so they receive better service during the initial service?
I believe they are following a practice like this which I believe is illegal. The first month is when a user can test the service and cancel the 1-2 year contract if they find the service unsatisfactory. I think the cell phone companies are giving new customers priority service during this time and then letting the customer drop to normal poor service once they are locked into the 1-2 year contract.
