Bluetooth stopped working need help

I have a UTSTARCOM superslice phone. I had a Jabra bluetooth headset. They worked great. After about 2-3 months it stopped working. I was unable to place a call with the headset by voice commands.
I purchased a new motorola headset and it does the same thing. When I try to place a call hands-free it just brings up a list of my most recently placed calls on my phone screen and won't make the call.
I have called my service provider and they have no explanation as to why either of my headsets(old or new) stopped working or are not working. They have already sent me a replacement phone and it didn't solve the problem. They have bascially thrown their hands up with no resolution for me. What baffles me, is that it was working fine and than just stopped.
I can accept calls hands-free, but I cannot place calls hands-free.
My cell phone is equiped with voice command technology, so my assumption would be that it should function with my bluetooth headset as well as without it, just on the phone.
I can't do anything with the phone since I've had it too long. I could buy other headsets but there is no good bet that will solve the issue. I've had other celluar stores pair up thier most expensive BT headsets to this phone and they didn't work either.
has anyone heard of this?? If not any suggestions? What else can I try. Is this bluetooth technology hit and miss, and how many phones do I need to go through to make sure everything will work together? HELP!!
