Unfortunately there are effetely no other options besides using Wi-Fi hotspots or a cellular network. You might be able to buy a satellite connection in theory, but I don't know of any company that offers such, and if there are they would be much more expensive then even cellular plans.

The device you mentioned (Archos 605 wifi) will connect to B and G networks, so it will work in those hot-spots.

Is there a reason you don't want a cell phone? There are many smart phone devices (cheaper than the iPhone with a contract) that will let you browse the internet anywhere as well as connect to hot-spots for faster speed.

If you spend money on a good laptop, and keep the running programs slim you could probably get a browser running in 30-45 seconds form a cold start, not to mention that you could use sleep to be running in just a few seconds. (An ultraportable is suggested to minimize size and maximize battery life).

And today's Phone PDAs were neatly trounced by the unit you did use.

Well, I think you already know all your options. If you want to surf at places where hot-spots don't exist then you will have to get a cellular connection whether it be a laptop card, an iPhone, or a smart phone. Since you don't already have a data plan you might be able to get the card free with a new data contract, check with your carrier if you want to do this. They will tell you what they can offer.

You are looking for a UMPC plain and simple. Google that term and look at the products that pop up. If those are too expensive for you then you are out of like and are better off buying an iphone.

The next alternative would be a Nokia Internet Tablet, but it requires a hotspot.

Isn't the iphone set to be opened to homebrew sometime soon? With that done the apps you crave should start streaming in.
