1999 Grand Cherokee

I have a 1999 GC that I installed a completely rebuilt engine in after a 19 year old ruined the old one. All new sensors installed as well. It cranks but does not start. Fuel pump does not run and no spark. Jumped out #30 & #87, fuel pump works. Checked sensor voltage, it should be 5 volts but shows 11.8 volts instead. Battery volts 12.8 so does this mean that my ECM is bad before I spend over $400.00 for nothing?
