First, (a little off topic but ...) as a general rule, I think there are too many laws. Before our legislative bodies (State and Federal) enact any new laws, they ought to repeal two of them. Along with this, many laws are too verbose. If they are over 50 pages long in 12 point type, it should be necessary for them to be ratified by the voters before they can become effective.
Second, the laws ought to consider the technology available. You cannot enact technology. I have lamps for which I cannot find suitable bulbs. For example, I have a gorgeous chandelier in the dining room for which there are no suitable new technology bulbs. Many bulbs are labeled "Not for use with Dimmers." and/or "Not for use with electronic switches." One of these years, I hope to be able to use them again.
Third, as long as they were enacting laws, why did they not consider pricing? The new technology replacement bulbs should be no more than twice the price of the bulb they are replacing. I know this is impossible, but I can dream. I should not have to pay $20 for a light bulb replacement for one that cost maybe a dollar (and cost about a nickel to manufacture -- the packaging is more expensive than the bulb itself.
Fourth, there should be replacements available for each bulb they outlaw before the "outlawing" law can become effective.. See "Second" above.
Fifth, it should be noted that the new technology bulbs, when used according to their packaging directions (not just the way you want to use them which may be outside of their design and the reason for early failures) will save you money on your monthly electrical utility bill. It may take thirty years to recover your cost outlay, but what the hey.
Last, is it worth all of the angst? People seem to go over the top about stuff that has been done and for which there is not control over the outcome. If you do not like what has been done, elect new Senators and Representatives. Don't bother complaining about light bulbs -- you can't do anything about that now until you get some people making the laws installed that will listen to you..
