Which Picture Editing/Management Software

I have a client who needs a program to scan, crop, edit, print, and manage her photos. That part is easy. What I'm having trouble with is finding one that is capable of specifying exactly how it prints. What I mean is, she has alot of odd shaped and old pictures that if you try to use the standardized 4x6 (ect.) it crops part of the photo out of frame. The other issue is she is 82 and has short term memory loss, so it cannot be overly complex.
Window 7 OS.

If I put a photo into word, I can right click on it and specific it's exact size to be printed to.

If not, is there enough budget to create a custom photo printer app for them?

Short of getting a photo editing program, there are many out there, some more functional than others, Bob's idea is as good as any. If you haven't done so already, download Picassa and see how much you can manipulate with it. Picassa is a free download and works very well for several applications. As Bob said, you may just be able to do that using Word.

I am using https://itunes.apple.com/app/peppermill/id547212050?affId=1860684&mt=8&u1=web.This application have 31 filters to give your photos the kind of look you want,11 different frames to choose from. 5 Editing tools including Saturation, Brightness, Contrast, Blur and Sharpen,Rotate your photos in all directions, or apply a mirror effect and lots of other features.
