MS Paint? I've used it before to insert text into photos.

Are you sure you don't mean "PhoTags", instead of PhotoTags? I Googled "phototags photo editing software" and got "showing results for PhoTags photo editing software". I have no idea if PhoTags is any good, but from the description, it's seems to be exactly what you were originally looking for. It's not free, but has a free trial. Also, the same Google search shows other free alternatives.

I think you are looking for a watermarking software that lets you to add text to your images.Then Take a look at Mass Watermark i have been using it for a while easily allows me to add text/logo to many images in batches

I have have check the Link and the software,i know about irfan view.Its really hard and a waste of time to add text to images like these.By using Mass Watermark you just need to add a bunch of images,enter the text,choose the placement from inbuilt placement options or you can choose manually and click on the watermark button.All images will be watermarked within minutes.Its a great tool does its good job fast and perfect

Looks not so hard and I can only guess that it's due to my age. That is I wrote my first app on a GE-210 so as apps go, this one is fine.
