Photoshop CS5, but if you are beginner try with Photoscape or something simple!

Photoshop is good, but Illustrator sucks

I use Corel Draw X5 to draw my vectors. It is way simpler to use than Illustrator, and takes way less time.
For other editing and painting type stuff Photoshop CS5 is my choice.
I know I'm kind of mixing up two different creative packages, but there is really no need to get a whole creative suite, that's too expensive and you get software you wouldn't even use.
Now Corel software is way cheaper than Adobe. So remember that too.
