Paint.net?

It depends what sort of editing you want to do, but any image editor will do basic editing. If you are using Windows then you will probably have MSPAINT, in Start > All programs > Accesories > MSPAINT, but there is also Paint.net, originally intended as a free replacement to MS's Paint, and is now a tool with a lot of useful features.

It is available at Download.com as a free, no limitations, utility here;

Would that do?

Paint.net needs the .NET Framework 2.0 or newer (.NET Framework 3.5 SP1 recommended), but if your Windows Updates are up to date, you will probably have that installed already.

Gimp, krita.
You can also manipulate with inkscape, blender, k3d.

For me, Picasa is still the best photo editing software. Very handy & keeps my photos well organize.

Photoscape in that article (11 best free...). It doesn't mention the feature I'm seeking: combining photos in what might be called a collage. Anyone know if it does? I am NOT looking for an online view or a web sharing device. I take pics with a Kodak EasyShare and like to fit them together into a single photo.

Maybe you need online solution? Its platform-independent this one is free http://en.picjoke.com
It`s like online photoshop, but don`t need the installation. Supports many funny features

I love Gimp! As I can't afford Photoshop or any of the other Adobe-Programms, I was long looking for something that does as much as Photoshop. And there it is: Gimp. The tutorials one can find on the internet are really helpful and it is really easy to learn.
Don't have any solution for the collage-question. Sorry.
