question about forum policy

I visit the cell phone forum from time to time, and have generally found it to be a very useful resource. But lately, and especially today, it's bogged down by off-topic and redundant posts.
One poster has copied and pasted pretty much the same message dozens and dozens of times, resucitating a lot of old threads, and flooding the first two pages of the forum with uselessness.
My question is this: in most other high-volume forums I frequent, that kind of thing is frowned upon. Redundant threads would be locked, in order to keep the forums full of diverse information, and easy to navigate. I understand that CNet is community driven and community policed; I guess I'm just asking if there's an official policy about the kind of obvious spamming and harassment this guy's doing.
And, by the way, thanks to all the mods who put up with us and receive no compensation. Your work is much appreciated.
