Since search seems busted here's my quick overview from memory:
1. The forum had to mimic the look/feel of the top pages of cnet.com, etc.
2. Cnet has difficulty accepting open source solutions such as phpbb and other stellar solutions. Just like any other corporate beast, you'll have some of the staff demanding support. Since open source has no visible support staff or phone number, they can't buy in.
3. The bottomline is how much is some software to do the job and whether they can extend it with little or no staff.
