Cable: TV vs. Internet speed

I understand that the quality of HD streaming video depends on the speed of your Internet connection. From what I've read, you need something above 5 Mbs to get good quality streaming HD.
My question: Are cable TV channels limited to the Internet connection speed?
To put it a different way: My cable provider offers several Internet plans. Right now I get a solid 3 Mbs. If I upgraded to a plan that gave me, say, 6 Mbs, I assume I would get better quality streaming video. But would this also improve the quality of cable TV channels?
