Newbie with tv/computer questions

I am a quilter and I have my own sewing room with a desktop pc in it ( win8). I access a lot quilting videos, but while I quilt I do miss not having a tv in the room.
I have dish satellite as far as tv in the rest of the house.
I was wondering if it would be better to buy a small tv that I can hook my pc up to or if it would be easier to get some type of card for my pc, that would allow me to watch regular dish tv? What kind of tv should I look for, if that is the easier way to go?
How about connecting an external hard drive to the pc and turning it into a DVR? Is that easy or a waste of time.
I also have xbmc on my pc to catch up with older shows and movies.
Right now we are stuck with dish, we live so far out in the country that we have internet through the phone at a TOP speed of 3MB. We have to call the phone company every time we move the internet box from the room, to have them activate the phone line in another room.
We are supposedly getting cable in the area next year and faster internet speed. But I'm not holding my breath on that!
