I would suggest
That you download several user manuals from the various advertisers on the internet and look through the specification lists of the TV (LCD LED Back-lit) models which you feel would best suit your situation, as most (not all), manufacturers list the tuning range and cable TV capability of their product.
After you decide the model you want, then seek out the dealer who can give you the best (and most convenient), deal. I do believe that all TVs, as distinct from display panels, are fitted with tuners, and the early panels which were sold to the unwary buyers a few years ago (mainly plasmas, if I recall correctly), without tuners, are indeed very rare, if not non-existent, on today's market
