Can't turn on av receiver while tv is off

I have a Panasonic Viera tv and a Pioneer VSX-822 receiver connected via HDMI cable. Turning on the tv powers up the receiver, but the receiver will not turn on by itself. I would like to listen to music without having the tv on. How can I do this? Thanks for any help.

What happens when you select 'receiver' and use that power on/off option? Also, how is the AC connected? Are the respective components plugged into a power strip independently?

Performing a factory reset of the receiver after unplugging the HDMI cable might work too.

I've tried the remote. No luck.

Everything is plugged into a Monster surge protector. The last receiver I used had the same issue, but it was very old and just a temp stand-in until I bought something else so I didn't try to problem solve. This makes me think maybe it's a tv issue? I've also turned off the power on/off controls in the Viera Link.

is it? I have one for my computer equipment and the computer is plugged into the spot that controls the rest of the plugs on it. So when I turn off my computer the other plugs turn off too. It's an energy saving feature.
