Need help finding right TV

I'd like to find a TV or set-top box with a built-in browser that on power-on can connect to any specified webpage (not channels like Netflix) and display it in a kiosk mode (full screen.) Does anyone know if such thing exists? Or maybe another option: a TV or set-top box that can accept IP streaming in non-proprietary standard formats like MPEG-1 or MPEG-4 over Ethernet. Unfortunately, solutions employing small PC instead of set-top box are out of question.

a computer system working with the tv is the best way to go.

As has been suggested, put your money into a bare-bones HTPC, remote & wireless keyboard. You won't regret it.
