What is 4:3 Letterbox?

I've seen letterbox used as a way to present 16:9 images on older 4:3 sets, but I think this is referring to something different. I'm not sure.
My cable box lets me choose between output in 4:3, 16:9 and "4:3 Letterbox"
Personally I have not seen a difference between 4:3 Letterbox and 4:3 ... but I may be accidentally obscuring the difference in some of the controls on the TV or receiver.
Does anybody know what the difference between 4:3 and "4:3 Letterbox" is supposed to be?
BTW: If I understand the terminology correctly, my preferred format for SD images would be a 'windowbox' treatment 960 pixels vertically in a 4:3 aspect ratio so the upconversion wouldn't have to fool with fractional pixels ... I'm puzzled about why this is apparently not done.
